By MARK GOULD and MARLA ROMASH
The Hartford Civic Center. and in effect the University of Connec- ticut. will be the host for the 1977 Eastern Collegiate Athletic Con- ference (ECAC) Tournament, the Daily Campus has learned.
The tournament, which was held at the Springfield Civic Center for the past two years. will take place in Hartford March 3 to 5. according to G. Arthur Hyland.
Jr.. assistant to ECAC commis- sioner Richard M. Whitelaw.
“No one team will be designat- ed as host." Hyland said. “but UConn is close by and we (the ECAC officials) will probably ask some members of their staff to lend services."
A formal announcement of the decision. which was made two weeks ago. will be released at the end of the week, according to Richard J. Hussey. sports infor- mation director for the ECAC
\
office in Centerville. Mass.
The release will be made public either Thursday afternoon or Friday morning. he said.
Hyland said that no one site was "committed permanently" to hosting the event. adding that New England has “three fine sites to choose from. the Hart- ford. Providence and Springfield civic centers."
Hyland said he did not know if the tournament committee would vote to return to Hartford in 1978.

Congress debates U.S. budget
By DONALD H. MAY ..WASHlNGTON (UPI) — Dem- ocrats Wednesday urged the House and Senate to approve a $4l3 billion federal budget. which they said would create a million new jobs without increasing infla- tion.

The House and Senate budget
committees have proposed almost spending figures for
identical fiscal year l977. which begins Oct. 1: the House panel $413.2 billion. the Senate committee $412.8 billion.
The figures are close to targets Congress ‘set in May and are about $19 billion more than President Ford proposed to spend. They include most of the money Ford wanted for defense and much more than he asked for jobs. health and other domestic programs.
The budgets would continue existing tax cuts through 1977 but reject $10 billion in additional individual and business tax cuts which Ford proposed.
