A barge with a crane and block and tackle is in the Connecticut River beyond. A large anchor hangs from the barge and electrical cable extends from the barge into the river. A man wearing overalls stands on the deck. The Charter Oak Bridge crosses the river in the background. Leafless trees and high voltage power line towers on the East Hartford shore are faintly visible in the distance.
