Description
The second part of the Governor's speech to the General Assembly at the May 1833 session was about calls from both South Carolina and Georgia to call a convention to amend the United States Constitution. South Carolina wanted to re-define the powers of the Federal vs. State government. Georgia proposed that President and Vice President be elected directly by the people, and that the power of Federal and State government be further define in relation to taxation and internal improvements.
